We deal here in a single opinion with three separate but related appeals involving the revocation of Dr. Irving Stillmans license to practice medicine by the Commission on Medical Discipline (the Commission), a governmental agency established pursuant to Maryland Code (1957, 1980 Repl. Vol.) Art. 43, Â§ 130, as a part of the State Department of Health and Mental Hygiene. Number 113 presents the question whether an order of the Baltimore City Court staying the Commissions revocation of Dr. Stillmans license pending judicial review is appealable and, if so, whether the stay order violated the provisions of Art. 43, Â§ 130 (m), the separation of powers and due process provisions of the Maryland Declaration of Rights, or the due process clause of the fourteenth amendment to the federal constitution.
